Hello, All...
I have the above radio and I'm trying to get CHIRP 0.3.1 on Linux to connect to the radio.
I'm using an USB cable that shows up as ttyUSB0. None of the lights on the radio change (LED should blink, right?) and CHIRP errors that the radio is not responding.
Any ideas where I should start looking?

Two things.
It is common for these cables to not make good contact in the sockets of the radio. Make sure it is ALL the way in, and hold it there. Some have even had to trim plug molding to fully insert.
0.3.1 is very old and not recommended for this radio, get the latest daily build from: http://trac.chirp.danplanet.com/chirp_daily/ or if running Ubuntu (or other Debian variants ) use the instructions on right hand side of page on the download page to add the daily build repository: http://chirp.danplanet.com/projects/chirp/wiki/Download

The ‘Radio did not Respond’ message can be caused by several possibilities. None are serious. Solution can be found at http://www.miklor.com/COM/UV_ErrorMess.php
Also, you are running an old version of CHIRP. It’s very possible your radio is not supported. Always run the Latest Daily Build. http://www.miklor.com/COM/UV_CHIRP.php

Thanks to John and Paul for their help. I can't get the daily updates to work (I get errors from the ppa file) but I installed the latest stable version (0.4.1) and trimmed the cable.
Now when I try to read from the radio, the LED flashes a few times I get an error that "Radio refused to send block 0x0000".
I'm wondering if this is due to the failure of the daily update install.
From the first error to the end of the output of the "apt-get install
chirp-daily" command is:
dpkg: error processing archive /var/cache/apt/archives/chirp-daily_20150814~trusty~1_amd64.deb (--unpack): trying to overwrite '/usr/share/chirp/locale/pl/LC_MESSAGES/CHIRP.mo', which is also in package chirp 0.4.1-1.0~kamal~trusty dpkg-deb: error: subprocess paste was killed by signal (Broken pipe) Errors were encountered while processing: /var/cache/apt/archives/chirp-daily_20150814~trusty~1_amd64.deb E: Sub-process /usr/bin/dpkg returned an error code (1)

Charles, Try the Latest Daily Build. http://www.miklor.com/COM/UV_CHIRP.php On the CHIRP page it mentions that 0.4.1 Stable is no longer recommended. That release is well over a year old, and the Latest Daily Build is actually current as of today.

I suspect that using the daily build will solve the problem, but the installation of the deb file for the daily build fails broken pipe errors from the command line, the software manager, and manually from the deb installer.

The installer problem was due to the regular chirp install conflicting with the chirp-daily install. To solve this, you must uninstall package chirp, before installing package from chirp-daily. This is because in the Debian way of managing packages, the 'official' archive package conflicts with the package from the 'unofficial' archive. Normally this is desirable way to work, but in this situation causes problems for those who do not understand the underlying cause.
Assuming you did this:
sudo apt-add-repository ppa:dansmith/chirp-snapshots sudo apt-get update sudo apt-get install chirp-daily
Now do this:
sudo apt-get remove chirp sudo apt-get install chirp-daily

The "Radio refused to send block 0x0000" was addressed in a recent daily build. Just download the tarball and extract it in your home folder.
tar xzf chirp-daily-20150814.tar.gz
Then switch to the folder and run the following.
./chirpw
For additional tips see the "Running Under Linux page. http://chirp.danplanet.com/projects/chirp/wiki/Running_Under_Linux

Bingo!
Now I just need to read up on python to understand what I'm doing. ;)
But Chirp is now talking to the radio and all seems well.

But Chirp is now talking to the radio and all seems well.
Thanks to all who have helped!

From the first error to the end of the output of the "apt-get install chirp-daily" command is:
dpkg: error processing archive /var/cache/apt/archives/chirp-daily_20150814~trusty~1_amd64.deb (--unpack): trying to overwrite '/usr/share/chirp/locale/pl/LC_MESSAGES/CHIRP.mo', which is also in package chirp 0.4.1-1.0~kamal~trusty dpkg-deb: error: subprocess paste was killed by signal (Broken pipe) Errors were encountered while processing: /var/cache/apt/archives/chirp-daily_20150814~trusty~1_amd64.deb E: Sub-process /usr/bin/dpkg returned an error code (1)

The "Radio refused to send block 0x0000" was addressed in a recent daily build. Just download the tarball and extract it in your home folder.
tar xzf chirp-daily-20150814.tar.gz
Then switch to the folder and run the following.
./chirpw

Looks like you still have the normal build installed too... try removing that and install just the daily.

The ‘Radio did not Respond’ message can be caused by several possibilities. None are serious. Solution can be found at *http://www.miklor.com/COM/UV_ErrorMess.php http://www.miklor.com/COM/UV_ErrorMess.php*
Also, you are running an old version of CHIRP. It’s very possible your radio is not supported. Always run the Latest Daily Build. *http://www.miklor.com/COM/UV_CHIRP.php http://www.miklor.com/COM/UV_CHIRP.php*
