What happens with this particular radio if you set the transmit frequency to an out-of-range value? 0, -1, 0.1 Mhz, whatever, something that the radio will refuse to transmit on?

I also tried to set off set to split, and the offset frequency to an out of range, as well as tried setting offset to + or - and the offset freq to something like 1000 and I get the same result, can not import the frequencies from the csv to chirp

Is your radio on chirp list of compatible equipment? I am thinking maybe it is not in which case you will just have to be careful not to use the microphone while monitoring a public service channel. In days of old when Michigan was on normal repeater operation for public service I had the frequencies, tones, offset and all that programmed for our central dispatch. the theory was that in a dire Emergency most of the rules go out the window and I have no hesitation of picking up the mic and talking direct to central dispatch. However in these days of all trunking systems for public service I don't have to worry about that but I still have fire and EMS services program in and I can talk on those channels in an emergency. Yes it is on the list, when I did the initial read of the radio, it picks up as tyt th 9000 144, which is all right, but it did say it was a beta driver, so I wondered it that was why. I have played, and I have found that I can import with chirp, than use the tyt software to read the radio, disable tx on the channels from that software, than upload it from there. Only issue being if I do that, everytime I use chirp to add new channels, I need to go through that process, just was I'm hopes there would be a way through chirp, like one stop shopping. I think your suggestion is easier. Thanks for the input.

I have done a little more playing, and had a thought. I am new to HAM and still a little gray on somethings, but, if I were to import the PS freqs and set them in the CSV file to use Tone and set the tone to 254.1, if my thought is correct, Tone mode will allow open squelch, so I could still here, but if the mic was keyed it would transmit the 254.1 tone, and not interfere with the Public Service radios as that would not be a tone set for them to receive? Am i looking at this correct?

However, please allow me to say that I think you are overthinking this whole process. Please realize that an accidental key on the PS frequencies would not by any means be considered malicious interference. And since you were intelligent enough to get your ticket in the first place I feel sure that you are intelligent enough to keep track of your mic so that you would not accidentally sit on it like so many police officers do! I guess that particular radio can't be affected by that so now I guess you'll have to set a switch in your own mind do not grab the mic while monitoring those PS channels. I do not know how your jurisdiction has things programmed, but here, we program our public service radios to send tone and receive open. That practice is also recommended in the NIFOG for the interoperability channels so that an emergency responder does not potentially miss important traffic with an incorrect tone. Tone squelch is then enabled selectively when needed to avoid interference (either by a keypad button or by having multiple versions of the same channel pre-programmed, one with open-squelch and one with tone).
So, basically, setting the tone on your end may or may not prevent the emergency responders from hearing your accidental key-up and the key-up may still stomp on a transmission either way (which is why monitor-before-transmit is the rule when using tones). So, I agree with Gary that mic discipline is going to be the better approach and you may still find a way to actually disable transmit on your radio (or CHIRP may eventually solve that problem for you). In practice, the typical e.g. Law Enforcement has less radio training than you do, and, unfortunately, dead keying and other problems on their end are not uncommon, so an occasional mistake likely won't even be noticed :-(
Another possibility is if your radio or mic has a software or mechanical lock you can enable it while monitoring the PS channels. One of my mics, for instance, has a switch opposite the PTT which will disable the key pad and PTT until it is unlocked. I find this useful in a vehicle where bumps and joggles simply happen during patrols. Keypad locks sometimes lock only the keypad and not the PTT, so your mileage may vary.

On one of my radios, I believe the Yaesu VX-6R, there appears to be no option for that -- so I set the transmit frequency for the channel to 151.820 at low power. At least then it dumps harmlessly and "quietly" on MURS...
