Sorry, I have a UV-5R and it works. I didn't realize it didn't work in the UV-3R. Maybe that function is not supported in the UV-3R.
Maybe someone else has an idea on how to help.

I always set the offset to something outside the radio's usable range. Ex, Offset 70.000 then set duplex to RPT+
I have programmed multiple TYT UV3R radios in this method, as well as Wouxun Radios, and it works every time.
