I always set the offset to something outside the radio's usable range.
Ex, Offset 70.000 then set duplex to RPT+

I have programmed multiple TYT UV3R radios in this method, as well as Wouxun Radios, and it works every time.

Neither of the suggestions will work. This is a UV-3R, not the UV-5R. Older radio.

Set the duplex column in CHIRP to "off ". This will inhibit TX on that memory location.

No such choice available in chirp for the UV-3R

Do not input a transmit frequency

That choice is not available in my chirp.

Any one have any other suggestions?
I'm using Build 20130822
