The point is to make it easier for licensed folks to avoid mistakes that violate the law, not to make it impossible for folks who intend to violate the law.
It's easy to accidentally press the TX button. I would prefer to easily configure the radio to limit the damages. Duplex off is nice. But, I'd prefer to set my country to US and license to Amateur Technician and automatically have Duplex set correctly for all frequencies outside the amateur bands.

Obviously, you have a lot of relevant experience. Before even trying to understand your suggestions I am going to have to google things like "CARLA region sets" and "GitHub templates".
Even though it's my idea. I'm not sure implementing it is worth the trouble. Especially, since someone said the "Duplex off" does not work on most radios. If it's true it's a show stopper.
But, it sounds like you are saying if you use the right templating tools it may not be that much trouble.
I don't want to think about the phrase "infinite number of use cases". I have enough trouble with just one.
I suggested MediaWiki as a possibility because I know it can handle crowdsourcing tables that describe license, region, organization, frequency, modes, etc.
I've never looked at the parts of GitHub you are discussing. Googling "github templates" returns a whole lot of stuff that does not appear to be what you are talking about.

Did you create an initial template for your radio? CHIRP supports over 160 various models and requires a template from your radio to know what format too use. Refer to item (1.1) at http://www.miklor.com/COM/UV_CHIRP.php

i play a bit more today, now i programs 30 memorys with its own programmer, i read in chirp and memorys read randomly into random locations on each download.
i now fine i think mine is a newer varient? a 898st. not sure what the 't' gives me, but that could be a prob.
i think the radio is odd. in operation, the 199 memorys are NOT shared between a or b. each has its own set of 99.
it seels a poor radio compaired to the likes of the other cheapos as the baofengs that i have found very good like the big 3 i/k/y lot.

Try downloading using the Jetstream JT-270mh profile. That includes support for the dual-bank a/b system that the newer firmware 898 uses.
I think we need to add some extra aliases around this, because it's very non-obvious which profile you need to use. If nothing else, there are bits in the download that indicate firmware version and we could provide a check and warning message when the wrong one is used on this series of radios.

tried, but the jetstream also jumbles up the memory order.
something i did find as the memory file its own software made was in plain text, so i was able to understand that, and duplicate bank a to bank b ok.
