This doesn't sound like a CHIRP issue. What happens when you try to
transmit on the same frequency in the VFO?

Hi John
I sounds like the battery is bad. It may be fully charged according to the
charger but once you put it under load i.e. transmit it?s pulling the
voltage down.
Is this radio new? i.e. right out of the box?
