There is a way to program the 706 via computer, but it is rather awkward. A ham here in Connecticut was working on a beta version years ago, I have a copy of it somewhere. The main problem was that you could not program CTCSS (PL) tones with the computer. His method was to program 32 memories with the 32 possible memory tones. When you wanted to program an FM frequency with PL tone the program would recall the memory that had the proper PL tone, reprogram the frequencies, then write it to a different memory location. This is all possible via the computer CI-V interface. The downside is that you wasted 32 of the possible 99 memories. With some fancy software code you could probably cut this down to a few memories that had the most popular PL tones in your area, freeing up the remaining memories for memory locations.
He eventually, like many skilled programmers, got bored and moved on to another project. The program remains unfinished.

There are many programs available that will computer control the 706, but none of them that I have seen so far allow you to store repeater frequencies with PL to memory. The CIV protocol on the 706 doesn't support writing tones to memory. I'm not even sure if you can store a repeater offset.

Ok, problem solved.
I ordered a new cable, there are 2 cables out there, an old one for about $6 and a new one for $12, the new cable works perfect both on a windows PC and my MAC. Its a great combination, easy to pgm, I really like and recommend this little package. Let me know if someone has a problem, I know the setup buy now.

The Yplog program is from 2002 and only supports up to windows 2000 rather old program and says they want $50 for a full version so idk if that will work for that or not

Thanks Guys! I had given up on this. I used a Timewave Hamlink USB cable and YPlog. I downloaded the memories in my 706 (which has an HF problem) and will upload them to my 706MkII replacement. I ended up adding the offset manually (600k wouldn't work, I used -0.6 and 0.6). I tested the process by clearing and then loading the 706 and it worked great!
Sorry for OT, but wanted to thank the contributors. So the 706 memories can be loaded by PC. Would be nice if Chirp supported the radio. I'm using chirp for several other radios and I could just use the same base file. Guess it's not OT now. :-)

I haven't uploaded to the new radio yet. I moved everything around in the memories so I should be able to tell by checking the original 706. I'll check today and let you know.

But since I moved the frequencies into different memories, I don't see how it got the tones I originally had in since I didn't enter anything. Every programmed memory has the FM-TONE label lit, even simplex frequencies that didn't originally have tone in them. I'm guessing that every programmed memory is loaded with the tone set in the menu. I don't know how to verify the tone that is loaded into the memory other than trying it on a repeater. I'll check that out later today.

OK, I cleared the radio with YPlog. When placed in the memory mode, the SPLIT and FMTONE indicators were off in the display. After programming the memories, the SPLIT label was lit in all memories that I programmed an offset into and the FM-TONE label was lit in all programmed memories. I think I understand the SPLIT, in that I programmed in an offset. But since I moved the frequencies into different memories, I don't see how it got the tones I originally had in since I didn't enter anything. Every programmed memory has the FM-TONE label lit, even simplex frequencies that didn't originally have tone in them. I'm guessing that every programmed memory is loaded with the tone set in the menu. I don't know how to verify the tone that is loaded into the memory other than trying it on a repeater. I'll check that out later today.
