Interestingly, I didn't see any issues with your original message on my Android phone using the GMail app. From what little I can see in the app, your message is coming in as UTF8 charset, which might confuse certain email clients, especially on Windows.

As far as the question mark in place of apostrophe goes, I believe it is an artifact of poor translation from Unicode to ASCII/UTF8. It's not deliberate misuse of punctuation, but how some Mail Transport Agent (MTA) or MUA (Mail User Agent) handles unknown characters. The originating user is probably typing what they think is an apostrophe, but it's garbled somewhere along the way.

FYI--I've seen similar problems when people use Word to compose their emails and then copy-and-paste the text to the email client. Word also uses smart quotes (which means it's using the 'e2 80 99' code point instead of the old-fashioned regular apostrophe (code point 27)).
Although it seems to me that perhaps if smart quotes are becoming more common, that perhaps Hotmail should start supporting them correctly. As I mentioned in a previous email, my Android email client (GMail app) had no issues with Fred's original email. And now that I'm on my PC (Ubuntu 16.04 LTS with Thunderbird), his email reads just fine (I.e. no extraneous question marks). However, if I look very closely, I can see that the apostrophes in his first sentence are visually distinct from the apostrophe in his second sentence. The difference being that the ones in the first sentence are smart quotes and the second sentence has the old standard apostrophe. The same is true of the apostrophe in his sign-off '73's'. The apostrophe is actually the "RIGHT SINGLE QUOTATION MARK' again, which is visually distinct.

question mark. Did somebody change the standard without proper notification?
Nigel, the backwards question mark is an 8-bit code. Many mail systems only support 7-bit encoding. (See https://tools.ietf.org/html/rfc5322 for information on allowable characters in Internet Email messages.)

Taking another look at the original email, what I'm seeing is that the email sent by Fred appears to be using "smart quotes' on the Mac (or at least it's sent from "Mac OS X Mail 10.3" per the headers).

Check your language settings? What encoding are you using?
I use UTF-8 on my desktop for the locale. If someone sends me a different encoding it often appears as you say it does.
I am using an Android at the monent, so I have no idea of tge encoding, but probably UTF-8.
