On your cable bake sure it is seating all the way in .
I have seen this problem on a friend's trying to help him get his Baeofeng UV - 5 R programed. Luckily I had my cable out in my vehicle in his driveway. Rather than getting stressed we used my cable and it worked first time we tried.

Hold the cable with one hand. Ensure chirp is running as administrator and turn the volume control to 3/4 on. W6ARH
