Radio should be ON when up or downloading. Remove the driver and cable program, reboot PC reload driver SHOULD correct issue. If using aftermarket cable check to see contacts are CLEAN (*shiny) and fit TIGHTLY into the mike provisioning adapter (Mic jack) DO NOT touch ANY buttons while programming. Worst case, prior to programming RESET the radio to factory resets then load your amended program.

Perhaps the non-Baofeng radios don't have as many problems?
If you want to see a topic addressed, post a question, make a suggestion - not sure what complaining that you're not interested in what everyone else here is talking about is supposed to accomplish...
Baofeng reuses, relabels, and redesigns their radios at the drop of a hat, and because of their low prices are frequently found in the hands of inexperienced owners - this creates a perfect storm for technical support for programming software like CHIRP.
