Presumably because you chose the driver specifically (i.e. not "detect") which means chirp doesn't do the detection part and goes straight to talking to the radio. The radio is off, and doesn't respond (obviously).
Actually no. When I started Chirp I selected ICOM and the only choice is Detect. Clicked on the Okay button. Of course it started to read (and it came up that it was reading the 91 and 92 models) but returned errors in each line as it should since the radio was not on. I then turned the radio on and it read the radio again (without me doing anything with the software) and read the contents of the radio correctly. The reason I did this was purely on accident. I did it forgetting to turn the radio. So I tried it with the radio on and got the error. So to see if I could get it to do the same thing again I started the program ask it to read the radio (radio was off) it started reading the radio and giving errors on each line. I then turned the radio on and it read the radio the second time as before. This seems to be the only way I can get the software to read the radio correctly. If I have the radio on and ask Chirp to read the radio I get the error that it can not find the model.

Okay, a recent change in the build system has caused it not to pick up the last few days of changes for the win32 build. A new build is on its way, but since nothing has been fixed for the 92 driver in a while, I don't think you're going to see a difference (other than being able to select your driver manually).

Well maybe I am missing something here. All I can do is select ICOM. I can not select anything else except the port. The last box always says "Detect." So how do you select a driver or is that what I do when I select ICOM? You know sometimes I can be a little dense when it comes to this stuff. But I am hanging in there.

You need to re-download and re-install today's build (as of 0646 PDT)
The automated build system stopped pulling changes into the windows installer build a couple of days ago, which means the (recent) change to let you force a specific driver model hasn't been making it into the windows build. I realized and fixed that this morning after you said that you didn't see any option other than detect. So, go re-download the 0315 build and try it again.
I don't think that choosing the driver manually is going to matter for you, but it's worth a shot.
I grabbed the build from the 15th and it's working okay on my mac for editing memories, but the "D-STAR" tab only has the message (in all three boxes, callsign, repeater callsign and my callsign) of "Device reports readiness to read but retuned no data (device disconnected?)"
A and B bank look fine for download, and I finally got around to putting in the springfield, IL dstar repeater, and it seemed to live-update the radio just fine.
I haven't been keeping up with the release notes, so apologies if the D-STAR tab is not supposed to work.

Tested 03172012 daily with my IC-92AD on Fedora 16 Linux: Memory tab - data is read from the radio and displayed ok.
D-STAR tab - data is read from the radio and displayed ok.
Bank Name tab - data is read from the radio and displayed ok.
Banks tab - bank names are displayed at the top of each column, EXCEPT FOR the very first bank, which displays as "bank 0". Bank information data is read from the radio and displays with check marks in the appropriate bank column EXCEPT FOR the very first entry for each bank (element 0), which always is unchecked when read from the radio.
None of the data on the D-STAR, Bank name or Banks tabs is saved in an exported *.chirp or *.csv file.
I'll try my IC-2820 next. I have to get it out of my truck or take the laptop out to it. But not until after a hike, the weather is GREAT here in the Midwest this morning!

It will only read the memory of the radio if I turn the radio on after I click the okay on the dialog box. (It will miss the first three or so but goes back and gets them). 2. After reading the memory I can see the A side with Bank Names and where they are placed in the Bank. 3. The B side has all the frequencies but it will not display the Bank Names nor what Bank they are in and No DStar information is displayed. 4. Would also like to say that I do all the things that you wrote but the program usually ends up "Not Responding" in the areas that I have problems with. It is giving me the Bank names and where they are located in the A side after I have the program read the radio. However the B side which has less than 70 entries will not return any bank names or where they are located after reading the radio no matter how long I wait. I have waited for thirty minutes and when I click on the program again gives me "Not Responding." The biggest concern is that it will not read the radio if it turned on when I ask it to read the radio it puts ERROR in all lines. So if I turn it off and have the chirp read the radio it will give me at least two or three errors by the time I get the radio turned on and then those are filled in by the time when it is finished. The file I sent you was one that had been loaded from the radio and then I put in the data that I wanted. When Chirp is finished with reading the radio I then have tried to import the data file I sent you. It comes up with the dialog box with the file and I click okay but it just sits there and eventually goes into "Not Responding" again.
I also wanted to comment on the length of time that it takes to read the radio. It does not take that long for it to read my radio. Maybe 30 minutes as the longest time. Usually shorter.
Oh and what ever you edit could you tell me what you edited so that I can do the same and then I will stop bothering everyone. (I know you all probably cringe when you see an e-mail from me.

Ah, yeah, thanks for catching this. This is a silly off-by-one that affects all radios. Got that fixed now.
None of the data on the D-STAR, Bank name or Banks tabs is saved in an exported *.chirp or *.csv file.
The banks may not go back into the CSV file, I haven't decided yet how I want to do that. I'll check on the D-STAR stuff though, that should be working.
