With one of the programming cables I use with Baofeng units, the unit keys up as soon as Chirp accesses it. Apart from switching cables to one that doesn't do that, the solution was to make sure the unit was tuned to a channel where it was set to disallow transmit (e.g. the NWS on 162.55).

Since the Kenwood requires echolink mode to key radio w/o VOX it uses RTS pin to key. I set Radio back to non-echolink and was able to read memories. Does CHIRP enable RTS pin in serial port when it reads memories? Would seem so.

Is it a programming cable with a Prolific USB-to-Serial chip? If yes, have you downloaded, installed and selected the older, but necessary, Prolific v3.2.0.0 device driver? If you don't know, you can find out by using the Device Manager application.
