It is under menu 14. There is an English/Chinese/None choice that is not shown in the manual.
There is a better manual at this site: http://www.miklor.com/uv5r/

When entering my one and only repeater frequency, offset, TX, RX, etc., the language changed from English to Chinese. How do I change it back to English? Can't seem to find the commands in the booklet. Radio receives and transmits fine.

I am new to this list and probably am making mistakes that are already
well
known!
I bought a cheap cable running the 2303 chip, which I found later is not
so
good.
The drivers on the supplied CD seem to work OK, but when I go to use
CHIRP,
I get an "Error Occurred" message saying "could not open port COM3: [Error 2] The system cannot find the file specified."
Is there anything I can try here, or should I just shop for a better
cable?

Well, I got it working by reading the instructions on the CHIRP web site. It suggested downloading a driver from the 409shop.com web site, which I did. Amazingly, the cheap (about $4 including shipping) worked!

I would suggest just tossing the idea of using whatever driver you got on
the supplied CD. I ordered a cable and disc set off of Amazon, threw the disc out, downloaded everything off of CHIRP, plugged in my cable, and it went flawless. Not one hitch. This was a Baofeng UV-82. CHIRP rocks!

Not exactly true. With Windows 8 Prolific has announced that certain common chips will not be supported at all, and they seem to be getting better at preventing the old drivers from working. I have a genuine ICOM cable that recently fell victim to this.

Its wrong only if you have a 'counterfeit' Prolific chip, the most recent driver revisions that Prolific themselves provided to Microsoft detects and disables the non-genuine variants. Prolific is protecting their market share and IP, and Microsoft was providing a certified manufacturer supplied driver.

Except starting with Mac OS X Mavericks Apple is providing an O/S built in USB to serial driver. I am using the Apple provided USB to serial driver with CHIRP with zero problems.
Windows has provides an O/S built in USB serial driver. The dilemma is the stupid Microsoft thinks they should automatically provide the latest O/S built in USB serial driver. And that is absolutely the wrong thing to do if you are using a Prolific USB / serial cable.

The drivers for certain USB/serial adapter cables will still be required, and they seem to be the main thing causing problems on Windows and Mac OS.
