I'll be "that guy" and point out that the radios in question can not be legally used in the GMRS/FRS bands, as they are not approved for those services by the FCC.

A good friend just bought 2 ea of the subject radios and finds that both the FRS and GMRS transmit functions are "locked out". He can receive, but not transmit.
Is there an easy way to fix this?
I have not yet investigated this on the web, but thought I might ask here first.
