[chirp_users] Baofeng UV-82 issues.

      A good friend just bought 2 ea of the subject radios and finds that both the FRS and GMRS 
transmit functions are "locked out". He can receive, but not transmit.
Is there an easy way to fix this?
I have not yet investigated this on the web, but thought I might ask here first.
