Using the Wouxun UV6D cable and my F11, I had no difficulty determining the plug was fully inserted. When the base of the plug meets the radio, it's in as far as it can go.

This is most likely caused by the programming cable not being plugged fully into the F-11. This is a common problem with the UV-5R and it equivalents.
If you haven't already, visit the Miklor.com website and take a look at the "Errors and Error Messages" page for guidance.
