Hi Gary, I think Glen at Home is right you have to upload to the radio The other thing that can prevent information from being installed is if

are on an active channel and it receives signal. . You can prevent the by removing the antenna while programing the radio. Do NOT press transmit with the antenna off. Norman Sebern
Removing the antenna is bad advice. Most failure modes with the programming cable result in the radio transmitting. For example...
- connecting the USB programming cable to a powered on radio prior to
the driver being fully loaded.
- connecting the USB programming cable to a powered on radio with an
incompatible driver loaded.
- powering OFF the computer with USB programming cable connected to
the computer and to a powered on radio.
- unplugging the USB programming cable from the computer while still
connected to a powered on radio.
So do not remove the antenna without replacing it with a dummy load.
A solution that doesn't require removal of the antenna would be to tune to a VFO frequency or select MR channel that has no signals present. Adding a receive DCS code or receive CTCSS tone may also be worthwhile. If you create a channel just for this purpose, you could call it "PROG" or something similar and select it before powering OFF the radio to attach the programming cable.
