That's not how it works.
If you have a FT-270 to loan, post that availability to https://chirp.danplanet.com/issues/1099
The two duplicate requests were deleted because they were duplicates of the first request.
A post saying you are volunteering a radio for a developer to use would NOT be a duplicate, and it's one of TWO things that must happen before a developer will undertake work on it.
Short answer, until someone volunteers a loaner radio, no one will do work on this except in the unlikely occurrence that one of the volunteer programer's happens to have one himself and wants to use CHIRP with it.
Consider this a request for a promise of a loaner radio, anyone willing to do so, post a message to https://chirp.danplanet.com/issues/1099
Then wait for a volunteer to volunteer.
If you have the talents, consider becoming a volunteer programmer.

It doesn't look like it's likely to happen - I don't see a request for a loaner radio, that a developer is going to take a look into what's involved, etc. AFAIK the FT-270 wasn't a big seller (compared to, say, the FT-60R) or the many permutations of Baofeng radios.

Radio should be ON when up or downloading. Remove the driver and cable program, reboot PC reload driver SHOULD correct issue. If using aftermarket cable check to see contacts are CLEAN (*shiny) and fit TIGHTLY into the mike provisioning adapter (Mic jack) DO NOT touch ANY buttons while programming. Worst case, prior to programming RESET the radio to factory resets then load your amended program.

That sounds like a programming cable/driver issue. Also, to program that radio you must choose...
