I have tried several different ways to enter the values with no luck. Here are the values. QT/DQT Dec is 203.5 QT/DQT Enc is 203.5

They are the selective squelch (CTCSS tones and/or DCS codes) used by the VFD. They are set up in CHIRP using the Tone Mode and its associated fields. Without knowing what the QT/DQT Dec (receive) and QT/DQT Enc (transmit) values are, it isn't practical to tell you how to set them up in CHIRP.
