UPDATE:
The cable appears to be fine. I installed Kenwood's MCP-1A software and it downloaded the radio fine, and all 43 channels appear in the software.
When I turned off the radio, unplugged the cable from the fromputer, then replugged the cable into the computer and turned on the radio, the First time I tried to download the radio I get just a blank screen.
After waiting 30 seconds with nothing happening, and without unplugging or turning off the radio, I tried again to download the radio, then I get the message
_*could not open port COM4: [Error 5] Access is denied.*_

(this may be the original error, I don't know. I changed the com port to Com4 before writing down what the original error was when it originally went to Com3)
I looked into Device Manager, and under Ports (Com and LPT) It says the Prolific USB to Serial Comm Port (Com4)
I looked at the Properties and it says this:
