When you go into your device manager on Windows, what do you see under COM Ports?
In the Chirp app, you have to pick the correct com port that your USB dongle is attached to, and then you need to pick the proper model of radio from the dropdown menu.
Start Device Manager by going to Run and typing devmgmt.msc (follow this if that doesn't make sense https://mcci.com/support/guides/start-device-manager/)
Then find what com port comes and goes when you plug and unplug your adapter.
I've heard trouble about bootleg prolific serial chips, but every Baofeng cable I have has worked fine in modern Windows 10 for the last 5 years+.

You have to sometimes press really hard against the radio, and some people have to trim some of the rubber block off in order for it to go all the way into the radio. I would start by shaving the corners around the block at a 45° so it seats deeper into the radio area. I've tried the various drivers I can find online, but neither Chirp nor the Baofeng app can seem to establish communication...
