[chirp_users] CHIRP activation issue
I previously used CHIRP on my Windows 8.1 machine with my Baofeng UV-82. I uninstalled it for awhile.
I recently reloaded the chirp-daily-20140921-installer-exe from the web site on my hard drive.
I am unable to get the application to open with the latest install.
Are there any suggestions for getting the program to open.

Referring to http://www.miklor.com/COM/UV_CHIRP.php There's is a section that states:
"A new Windows 8 feature is "SmartScreen" which may block CHIRP from loading. If this occurs, SmartScreen can be disabled by: Opening "Windows Action Center" and "Change Windows SmartScreen" settings."
Is this possibly the issue?
