Just an idea. When I moved to where I live now I had no idea as to the frequencies in use so I went to a local ham club and found someone who kept an up to date list of frequencies and was nice enough to give me a copy. Maybe you can check around in your area and have similar luck.

Not exactly. TSQL is used to TX with a particular CTCSS tone and to RX with the same CTCSS tone. You never need to have a tone to RX so you can receive just fine using setting Tone Mode to Tone and setting the Tone column to the desired CTCSS tone. If you program a RX tone and the other station does not transmit the matching (on none at all as in the case for many ham repeaters), you will never hear anything. None always works.

155.160 is the national SAR freq. and some groups like ours have other freq. only for our area both UHF and VHF .

155.160 is the frequency for the National Association for Search and Rescue, and although the majority of the States use that frequency, not all do. Oregon's main SAR frequency is 155.805. My SAR team is licensed for 155.160 and a couple others, plus uses several ham repeaters, all with licensed operators, of course.
