I have been reading on-line that Chirp will open up my Baofeng for listening to frequencies outside the current bands. Is this true? And if so, How do I do this? Thanks Glenn
You can use the "Import from Stock Configuration" menu entry for groups of frequencies, for various uses, outside of the 2m band.

It could. But you should be able to remap any channels that you import into empty channels. You will be warned if a channel is about to be overwritten.
Just save your current channels and settings before you import anything and you will be able to easily get back to where you were if something doesn't go as planned.

"Yes and no" is right but...
Among CHIRP's many features is the ability to put new entries into a specific place in your list of channels. For example, I have a lot of repeater entries covering several counties in the area. I also want all marine VHF frequencies and NOAA VHF weather frequencies. I want to leave space for more repeater frequencies (for use while traveling). When doing the "import", there are buttons for selecting the first memory slot for the group of imported frequencies. Look at the list of channel numbers on left side of the import list. As you use the "+/- 100", "+/- 10" and "+/-1" buttons, you'll see the channel slots the frequencies will go into. This will make more sense when you see it happen on your PC screen. :-)

Ah. Sorry. AFAIK, the buttons are just artwork buttons. I don't think they're readable text for a screenreader. I can't think of an easy solution in that case.

Yes and no. CHIRP will allow you to set the band limits as low a 1 MHz and as high as 1000 MHz. With the radio set this way, you will be able to key any STEP compatible frequency into the VFO from 1.0000 MHz to 999.9975 MHz. For frequencies below 100.0000 MHz you can to key in 100.000 and use the arrow keys to get to the frequency that you want.
But you will quickly discover that not much outside of the factory band limits will work. It is just fun to key in CB channel 19 and show your friends.

I saw 60 meter in the stock config list, and thought, what the heck! But I'm having a hard time finding a stock config option that will give me everything, and the ability to punch in the frequency. The marine band wanted to put like 60 or more channels into my radio. I haven't found my local law enforcement frequency yet either. If I knew how to just open it all up, I'd just punch in the frequency and set it. You would be better off using a real scanner to listen to these frequencies. Faster scan rates, more channels to monitor, better coverage outside of the normal bands. You cannot legally talk on the other channels anyway.

Your frequency expansion using CHIRP or and other software will be very limited due to the internal filtering. The limitations can be found at http://www.miklor.com/uv5r/UV5R-Expand.php

Glenn,
CHIRP supports many radios. The stock config with a 60 meter frequency is for a radio that covers the 60 meter band. No Baofeng radio that I am aware of covers the 60 meter band.
The currently shipping UV-5R radios have the band limits set at the factory to 130-179 and 400-520 allowing you to "punch in" frequencies into the VFO from 130.0000-179.9975 MHz and 400.0000-520.9975 MHz.
As I mentioned previously, the band limits can be set wider, allowing you to "punch in" frequencies from 1.0000-999.9995 MHz into the VFO, but doing so is a waste of time. Even though the radio will accept and display the frequency, the radio itself is not capable of functioning very far outside of the ranges mentioned above.
Don't "Import from stock". Instead, "Open stock config". This will open the stock config in a separate tab. Then you can copy-and-paste individual channels (or groups of channels) from the "stock config" tab to the tab for your UV-5R.
