I would double check with the management company. 146.3 might work but there's no way to put it in any commercial radio. Commercial (Motorola, Kenwood, Yaesu and others) have no way to program in that tone frequency. Try 146.2 in your 82 and it should work just fine.

Chirp only supports standard tones.
Baofeng radios scroll through the standard tones when using the up/down arrow keys but you can manually enter any CTCSS tone from 60.0 to 259.9 Hz in 0.1 Hz steps. If you wanted to enter 146.3 you would enter 1463 instead of using the up/down keys.
I'm not sure what Chirp does if you manually program a channel in the radio with a non standard tone and then read the radio with Chirp.
