A friend and I recently bought two of the Baofang VG5R HT's and have had no proplems with them using Chirp and the VIP software provided by the MFG. Though the display doesn't show the offset on each channel, if you programmed it, it will display the +- and we hit all the local repeaters here. Keep at it, I am sure you will figure out your problem. And be sure you are using the latest build of Chirp, as they change everyday. Down load your radio before intering your information and you shouldn't have a problem. At least we didn't. Good luck! Once you get it set you will find it is a versitile little radio. I use if as a scanner whenever I walk the dog.

According to the repeaterbook.com website
The 146.670 MHz repeater in Shenandoah, has a PL of 114.8 Hz, input frequency offset -.600 MHz at 146.070. The 147.135 MHz repeater in Pearisburg has a PL of 100.0 Hz and input frequency offset +.600 MHz at 147.735. Someone should check me on this. AE7WZ
