My question is why the display on my cheap baofeng uv5r is displaying both +/- when it should display one or the other, depending. What am I doing wrong? Thanks Brian, AF8WX

You are doing nothing wrong and nothing is wrong. That is how the radio works. The "+-" indication is to let you know the RX frequency and TX frequency are not the same (as is the case for repeater, odd-split, cross-band and TX inhibited channels).
