Then why in the world would you post this on the CHIRP mailing list? It makes it sound like a CHIRP issue which would also indicate that you already have a programming cable and are using CHIRP.

Only because you or someone/something else set it that way. Go to the Settings -> Other Settings menu and set it to 400 and 520.
