No directly. You can copy-and-paste from an external application into CHIRP fields but it is a little different from most other applications (at least in Windows). You can't use Ctrl-V to paste into a CHIRP field. You must right-click in the field and choose Paste to paste the clipboard data into a CHIRP field. Then upload the updated in CHIRP to your radio.
Another method would be to copy-and-paste data into a CHIRP compatible CSV file. You can then import the CSV file into CHIRP to upload to your radio.
