Does anyone know if chirp or the prolific driver will work on a Windows phone?
It's unfortunately not possible. Windows Phone doesn’t support the language (Python) or libraries (gtk, …) needed to run Chirp.
A windows home tablet like the Dell Venue 8 or HP stream 7 are the smallest Windows devices that can run Chirp.

I don't know if there is a usb adapter to plug the cable into the charging port. A Windows tablet with usb would work, just not an RT version.
