This is a well-known limitation because the ICF files for 91/92 radios are completely different than the others. I do, however, have some code from AE7Q to use to add this support. I will leave this open until I get it added.

Thanks. I've actually finished adding it to the code and made a lot of progress towards simplifying the process of using ICF files with CHIRP. You can now import directly from an ICF instead of converting it first, which unifies the path for all types of those files. That will be available in the next beta, which hopefully won't be too far off.

Note that you will not be able to "convert" these as they are not images of a radio file. However, you will be able to open them in read-only mode to export them to CSV, and/or you will be able to import them directly into another radio using the Radio->Import From File function.
