It has to be programmed with the same frequency. If the "current land mobile" setup uses selective squelch (a CTCSS tone or DCS code), then you have to program the matching tone/code into your radio. Without it, your UV-82C will not be able to open the squelch of the other radios, preventing the other radio users from hearing your transmissions.
