It worked fine for me. Perhaps you had a false positive on one of your anti-malware apps.

Unfortunately when CHIRP is launched and a new version is available, a notification pops up to let you know. If the user chooses [Yes], the user is taken to the CHIRP download page and is able to download the latest version of CHIRP. At this point many users make the mistake of attempting an update at this time but it is not possible. CHIRP cannot be open when it is updated. Once the new CHIRP installer has downloaded, you must go back to CHIRP and close it. Once CHIRP is closed, then the update can be performed.

I had no problem downloading and installing it on my Windows 7 machine. I wonder if it was a false positive on your machine, possibly your anti-virus. Just a thought.
