[chirp_users] Baofeng UV-5RA Offset Resets to 000.000
I have noticed that no matter how I program my Baofeng UV-5RA (CHIRP, Baofeng Software, manual programming from the radio's keyboard) the offset will reset to 000.000 and not keep the programmed offset of 000.600. Does anyone know why this particular radio does that?
I appreciate any help I can receive.

Review the Manual Programming section of http://www.miklor.com/UV5R
It has examples and flowcharts.

Kiera,
Your radio is behaving exactly as it should.
Even though menu 25 (SFT-D) and menu 26 (OFFSET) are available in MR (channel) mode, they have no purpose and do not function in this mode. They only function and have a purpose in VFO (frequency) mode.
See the "Reference for UV-5R Menus" http://www.miklor.com/COM/UV_MenuDef.php
Each memory channel stores the RX frequency and the TX frequency. Because of this, there is no need to have a shift direction or offset.
CHIRP lets you program using a + or - and an offset, but it does the math and sends the RX frequency and TX frequency to the radio when it is programmed because that it what it requires.
When in MR mode and the selected channel's TX frequency is not the same as the RX frequency (as in a repeater, odd-split, cross-band or TX inhibited channel) the upper status area will display "+-". It is only in VFO mode (where menu 25 functions) that you will see the individual "+" or "-" indicated in the upper status area.
