Is your computer recognizing the cable? Check by removing the cable from your computer, put it back and take a look at dmesg | tail -20 - hopefully you'll see something like:

BTW, I had problems getting Linux Mint running CHIRP to recognize my Wouxon KG-6UV but it was automatically recognized by my Arch Linux laptop, I gave up and just use CHIRP on my laptop.

I've never had an issue running CHIRP on any PC running Linux Mint as the OS. I install the snapshot repository as shown for "Ubuntu package via PPA" section on the "Running CHIRP Under Linux" page and add my user to the "dialout" group. Once I log out and then back in for the change to take effect, I am done.

I'm currently using CHIRP on my Linux Mint 19.2 PC to program my Wouxun KG-UV6D V2 and many other handheld and mobile radio models using a variety of programming cables containing USB-to-TTL chips from most of the various chip vendors. It just works.
