That would not work.

Being only 0.1 Hz off is well within the tolerance. All you would have to do is program 146.2 and they would be able to use it. You would need a frequency far enough from the standard ones that a decoder wouldn't recognize it.

IF the PL is really 146.3, maybe that's for a reason, to prevent unauthorised use or just to block radios that weren't supplied by that manufacturer.
