I believe this to be a program (CHIRP) issue. I see no point in changing the functioning of my system for the one ³odd ball² issue.
But I thank you for your response.
I would be curious to find out if there are any other Mac(PC?) users out there with the same problem. I did not have this issue on earlier editions of CHIRP. Could not tell you when it actually started appearing, sadly.

In some programs the "hot spot" on the cursor isn't at the tip. Try changing your cursor image or size.

When I try to type into a field, I have to be on the line above the field that I want. Only have this problem with Chirp.
Annoying. Any fix? Thanks.

I do have the same problem, I just place the tip of the arrow on the line above. When you approach the "OPEN" box when opening Chirp, it only lights up blue when the center of the arrowhead of the pointer is over it, it's really not a big deal.

This issue is probably due to the desktop|window manager ( OS gui issue ) rather than an issue with the CHIRP software per se.
