Yes Agreed.
I have done exactly this on both Windows XP and Windows 7 and it works as Bob describes. If you doubleclick the exe and it does not open a CD burning utility then you've got a a bad file and should download it again. There's no need for any other CD burning program.
Hugh, if you haven't followed Bob's procedure exactly you may just have a CD that is only good as a coaster. Please let us know how if you get everything sorted out.

The exe version is fully self-contained. It requires no additional software to make it work. The iso version on the other hand does require additional software. So again, if you are a Windows user and in doubt, download the Chirp_liveCD_23Dec12_32bit.exe file.
