It depends on how and how much you are reading...
The last sentence say it must comply with part 95 specifications...
So, yes this radio can comply with part 95 easily...this radio complies with part 90 with much stricter rules.
That's where the fun starts...Depending on how the radio is programmed will make it compliant or not.
If you disable all but the GMRS frequencies and limit the power on those frequencies you can comply..
Now as an emergency radio...All is fair if there is an emergency...
Take a look under radio and pick the repeaterbook for your source and you can load in all the repeaters in your area...

I don't about Marine frequencies but it is illegal to use this radio to transmit on GMRS, FRS or MURS frequencies here in the USA as it is not Part 95 certified.
