[chirp_users] Unlocking the field programming
A local ham has a UV5R which cannot be field programmed. What procedure is needed to do this? I can program using chirp but this wont allow on-the-go changes. TNX 73 WA8WHP Frank wa8whp@gmail.com

Exactly how is it that this UV-5R cannot be field programmed? Would you download a CHIRP image from this radio and attach it to a post to this list so I can take a look at it?
The only way that I know someone can prevent field programming of a UV-5R is to disable the VFOs by using CHIRP. The way this is accomplished is by setting the lower band limits higher than the upper band limits. No frequencies can then be keyed into the VFO and therefor no frequencies can be saved to a channel with menu 27. If this is what has happened, then just set the band limits back to the range of frequencies that you want to be field programmed.
