[chirp_users] Midland ml3245
Will an older version of chirp program a midland ml3245 and on what windows operating system.

Not if the current version doesn't.
I'm not aware that radios have ever been removed because of old age.
At least Windows 7 - 10.

They're not programming connections. They're mostly analogue, probably for a repeater controller or similar.
