The key GUI framework is PyGTK which isnt available on android or ios, so it's only for Linux, OSX, or Windows.
With that said, there are some other gui frameworks, like kivy which look interesting...
But the general answer is, no android and likely wont happen any time soon. The chirp codebase is opensource, so that does not stop someone from forking and porting it to android. Perhaps they could port it in a compatible way to keep and reuse driver interfaces ;)

Bob, I mean to sound sarcastic, but in a nice way, that it's possible to port gtk to android in the same way that is possible to run Vmware or Wine on android. With a lot of work, which is beyond what the chirp project seems to currently be (speaking for myself and my own observations, not on behalf of chirp-devel).
With that said, I would say with only cursory knowledge of the situation that it would be far easier to port or adapt it to a native gui framework on android. Again, please feel free to organize a group of developers around the topic and go forth and conquer! -Jens

I am using CHIRP on a UV-5R and am trying to figure out how to print my Chirp file. I checked the Help files and Wiki but can't find any info on printing my file.

Chirp itself doesn't have any support for printing. However, you can Export to a CSV, then open that CSV with Excel for printing.
