That radio most certainly isn't on the radar of Hams, so what you seem to be looking for is a replacement for CS-A16, the OEM programming software.

To get this radio to be supported by CHIRP you'd need to convince a volunteer programmer to take on the project and you'd likely need to provide the team with a sample radio for development/testing.

I think it would be hard to get a volunteer programmer to invest their time in a VHF radio that neither covers a single ham band and lacks the ability to transmit FM.

Not radically different but Icom SELLS software for it's aviation radios so that could be a problem for Chirp. My guess is that nobody has asked for it. Go log in to the Chirp website and follow the proceedure (it's been doccumented here many times) to request a new radio.
