I'm still not sure what you mean. You do get to Device Manager via Control Panel and you can only see Com ports in the Device Manager.
However, we are past that now and it is either the cable or the radio. At this point, maybe someone can help you with the radio you are trying to program.
Does it have to be forced into a programming mode?

Can any one please answer a question about these TYT TH-9800 Plus, will they program GMRS or not! Two friends have them and have GMRS on them. I can't get them to program anything to that effect! ?? It doesn't it just reads and reloads it is slow to transfer to. Several minutes to upload and download but it's got 327 memory channels

Ok. Tell me if this makes any sense?
I AM on port 4 (I switched again after having no luck with 1). But the cable IS definitely on Port (COM4). I went to the TH9800 Software, and entered COM3 (So COM3 in the software, but COM4 on PC). And it is reading right now.
I haven't tried this in CHIRP yet.

I did the same and the tyt software was really bad it couldn’t get it to function, i switched to the daily build of chirp and it was flawless

I AM on port 4 (I switched again after having no luck with 1). But the cable IS definitely on Port (COM4). I went to the TH9800 Software, and entered COM3 (So COM3 in the software, but COM4 on PC). And it is reading right now.
I haven't tried this in CHIRP yet.

Loopback echo would work if you connected pins 2 to 3 on a DB9 connector (if you had one). You can ignore it though for the time being.
So, if that is the only device, and it is in Windows Control panel, then you will see com 1. Does Chirp see com1 now?

One of the key parts is that you have to know 100% which serial port the radio is connected to. Chirp is not able to figure this out on it own. It has to 100% be sure that if the radio is on the USB RS232 adapter that is labeled as Com 14, that you use that port and that port only. Otherwise, you will get the failure you are seeing.
Assuming you are using Windows, can you see Port 14 in Control Panel? If it isn't there, then Chirp won't be able to see it either.
I would recommend that you watch control panel while plugging in and removing the USB adapter you are trying to use. This way you can confirm 100% that it is com 14. It should come and go from control panel.

Don't bother testing with Com 3, 4 or any other port if that isn't the one the radio is connected to.

My radio is currently Port 14 - however this does not show up in the list in CHIRP. Even When I manually put it on port 3,4,5, no success. Same with TYT software, it seems like it ONLY wants port 3, however when I place on port 3, no success.
Very frustrating.
