Good suggestion, Jav; -I have gone to the area that you had described in the PREFERENCES. The "Allow applications downloaded from" was already selected to "Anywhere."
- I deleted the stand-alone CHIRP app. - I unlocked the "padlock," and selected another of the three selections. - I locked the security padlock. - I restarted the MacBook Pro. - I opened the security area again, then unlocked, selected the proper "Anywhere." - I locked the padlock. - I restarted the computer. - I expanded the ZIP file that contained the Chirp app. - I double clicked the CHIRP APP. - I was greeted with a warning that this app was from the 'net, etc. - I allowed the opening of the app to progress. - Same result, no opening of the app.

On OS X 10.8 the concept of "trusted apps" was introduced. Go into system preferences, security, general, and find the "Allow applications downloaded from" area, and select "Anywhere".
