How do i turn off the power on beep on a UV-5R+ ?
Is there a way to turn off the alarm sound and light?
The beep may or may not be in the Chirp settings, but the alarm and light is turned on/off by pressing the top side button. You may need to hold it for a couple seconds. I don't think it can be disabled, it would be nice if it could be programmed, but it's there. There is a menu setting for the button beep, but I don't remember what it is. If you can read the display, tap the menu button and go through the menus, 0 and 1 or 01 and 2 are the typical ways to select an option. Glenn

Not locally. If you set menu 32 (AL-MOD) to SITE, at least the awful alarm will not be transmitted over-the-air.
Some BTech models (a Baofeng like radio model sold by Baofeng Tech - a radio dealer in the USA) have settings to disable some or all of the alarm. For example, both the BTech GMRS-V1 and BTech MURS-V1 models have added an OFF setting to AL-MOD which disables the alarm. Unfortunately the BTech UV-5X3 only has a setting to disable the alarm sound. The AL-MOD menu must to set to SITE to prevent the alarm from going out over the air and the lights will still flash locally.
Believe me, if there was a way discovered that would allow CHIRP to disable this awful feature, it would be implemented. ;-)

You can't turn off the power-on beep. You can only disable the keypad beeps with Menu 8 BEEP.
The only control you have over the alarm siren is Menu 32 AL-MODE. If you set it to SITE at least it won't transmit the siren over the air.
You can't disable the flashlight.
