First time on this site, trying to learn how to program the above listed radio using CHIRP.

How did you get one (OBLTR-8R)? I did not think that it was available.

Yes it is available and it doesn't look like chirp supports it, I did find some downloads on AnyTone website that looks fairly easy. I purchased the radio from Ready Made Resources.
