Is Chirps Jaws accessible or has any one another screen reading program with it?
This has been hashed here a couple of times already, so you might want to check the archives.
CHIRP uses a cross-platform UI toolkit that is native only on Linux. That means MacOS and Windows screen-readers see it as a blank window. Linux screen readers (which are free, AFAIK) seem to work fine (as expected).
