This is not a CHIRP issue. But to answer you question, the Baofeng manual is incorrect. You must depress and hold the [MENU] key while powering on the UV-B5/B6 to perform a reset. At the prompt choose VFO or ALL with the arrow keys and then press [AB{enter}] key.
