[chirp_users] UV5R+ and chirp trouble

Hello. My Uv5R build 291 will not save offset frequency and + or -. I have read the FAQ showing that if this happens, you have to delete the line and add it again. This does not work.
I have even started with a Fresh reset, new IMG file, Added one and only one line manual with chirp. Programmed radio, memory line shows up in the radio but the - and + are lit up at the same time and there is no offset when I key up.
My friends UV5R with build 297 does the exact same thing. One line manual or 128, They all read -+ at sametime. He said he gave up on trying to fix it.
Any suggestions? I am sure this has to be something simple I am overlooking.
Thank you for any help you can provide.
Someone asked this question just recently on the mailing list, and I've included the response below. TL;DR is that it is expected behavior.

Anyone know why that might be?
Cannot change the manually either?
Thanks

Hi Jeromy,
That is the way the UV-5R works. The only place shift direction and offset has any meaning in the UV-5R is in VFO/Frequency mode. In MR/Channel mode the receive frequency and the transmit frequency are stored in each memory (so no shift direction or offset are required).
CHIRP takes the receive 'Frequency', 'Duplex' setting and 'Offset' that were entered by the user and uses them to calculate the transmit frequency. So when the channel data is uploaded to the radio, CHIRP sends the receive frequency and the transmit frequency since that is what the radio uses.
Also note that when in channel mode tuned to a repeater channel, the upper status display indicates "+-" (not "+" only or "-" only). Once again, this because the UV-5R does not use offsets for memory channels. The "+-" indicates that the RX frequency is different that the TX frequency. So you will also see this indication when a cross band channel has been selected or when a receive only channel (TX inhibited by setting 'Duplex' = 'off'') is selected.

Hi,
Not sure this applies but I think some of the Chinese radios do not honor the + - convention. I believe you need to enter both the desired receive and the transmit frequencies. The display of +- simply shows that it is offset, not the direction.
Hope this helps.

Clark,
This is a really elementary question, but did you download the initial image from your UV5R first to create a image template for CHIRP?
This tells CHIRP the settings of your radio before you enter any data into the spreadsheet.
